Before joining Mantid, Leland spent over twenty years helping U.S. federal agencies—including the Departments of Defense, Justice and Interior—support missions with Congress and international bodies. He also served more than a decade in intergovernmental affairs working with the United Nations and other regional organizations honing his ability to navigate complex bureaucracies and negotiate across cultures. This mix of private‑sector and public‑policy experience makes him an invaluable bridge between Washington and the Pacific.

Leland is a founder and board member of the Pacific Center for Island Security (PCIS), a Guam‑based think tank that provides island‑centric perspectives on regional security. He currently serves as the treasurer of PCIS. PCIS has quickly become a respected voice in debates over Indo‑Pacific strategy. In a recent column co‑authored by Bettis and PCIS colleagues Ken Kuper and Robert Underwood, they argued that external powers too often define Guam’s purpose based on geography, urging local leaders to craft their own vision for the island’s future. Such thought leadership underscores Leland’s commitment to ensuring that island communities shape decisions affecting their security and livelihoods.
